The purpose of this procedure is :
Establish a unitary set of rules for standardization of the access to the Primary Seismic Data (the seismic waveforms) from the Muntele Rosu seismic station and the Products resulted form the analysis of the recorded data by the National Seismic Network (weekly and monthly revised seismic bulletins)
Establishing the responsibilities regarding the notice and approval of the documents associated with this activity.
The procedure is applied by the head of the National Data Center or by the people replacing him/her.

GD 702/19.07.2001 - Degree regarding the modification and completion of GD number 1313/1996, regarding the foundation of the National Institute of Research and Development for Earth Physics - NIRDEP Bucharest
The memorandum number C3/4246 from 23.12.1993, through which the Ministry of Research and Technology, The Ministry of Foreign Affairs, the Ministry of National Defense, The Ministry of Communications , have signed up to offer the legal frame for the evolution of the legal activity connected to the Participation of Romania at the verification global system by seismological means of adherence to the Comprehensive Nuclear-Test-Ban Treaty (CTBT).
4.1. The access to the primary data (the seismic waveform)
Permanent access:
According to the Government Decree 702/19.07.2001 regarding the modification and completion of GD number 1313/1996 regarding the foundation of the National Institute of Research and Development for Earth Physics - NIRDEP Bucharest and regarding also the procedures contained by the operating Manual of the Seismic Stations elaborated by the the Group of Technical Experts in Vienna, the International Data Center of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization had direct and permanent access to primary data recorded by the Muntele Rosu seismic station (MLR-AS081).
The access of the International Data Center is made directly by satellite from the MLR station or from the Magurele National Data Center.
According to the previsions of the Comprehensive Nuclear-Test-Ban Treaty, the data can be used in scientific purposes.
Requested access:
At the solicitation of the representatives from the subscribed countries of the Comprehensive Nuclear-Test-Ban Treaty, the access to the primary data at MLR station can be given, based on an electronic request, where the period of time for the solicitation is mentioned.
The access is approved by the head of the National Data Center (CTBTO).
According to provisions of the CTBTO, the data can be used only in scientific purposes.
4.2. The access to products (Seismic bulletins)
The access to weekly and monthly seismic bulletins is done based on bilateral protocols between National Data center and National Data Centers form different countries (ex.: Swiss Seismological Service, Zurich, Switzerland; Seismological Survey of Serbia; Institute of the Physics of the Earth, Obninsk, Rusia; Institute of Geophysics, Ukraine; Geophysical Institute, Bulgaria; IRIS - Incorporated Research Institutions for Seismology – SUA) and International Data Centers (Centre-Seismologique Euro-Mediteraneen, France, International Seismological Center (ISC), England, U.S. Geological Survey (USGS).
At the request of International Data Centers, NDC offers discrimination analyses between natural seismic events and the induced ones.
Free access (by internet) to the seismic events catalogue generated on the Romanian teritorry http://infp.infp.ro/catal.php
