PROCEDURE regarding the access to the Facility of  “NATIONAL SEISMIC NETWORK”

 

PROCEDURE CONTENT

 

1. PURPOSE:

The aim of this procedure is:

1. Establishing a unitary set of rules for the access to the Seismic Commandment, Seismic Stations and Observatories, Seismic Primary Data (Waveforms) and to the ONLINE products (Automatic and Manual Seismic Bulletins, Maps, ShakeMap, SMS type messages, Seismic Warnings)

2. Establishing the responsibilities regarding the request and approval of the documents associated with this activity.

 

2. DOMAIN:

The procedure is applied by the person in charge of the Laboratory of National Seismic Network, person assigned by the NIRDEP board or any other person replacing the person in charge.

• GD 1313/25.Nov.1996 - Decree regarding the foundation of the National Institute of Research and Development for Earth Physics - NIRDEP Bucharest
• Order 1/19.07.2001 - Ordonnance regarding the ratification of the Agreement between Romanian Government and the USA government regarding the foundation, functioning and exploitation of a seismic monitoring station in Romania, signed by Aeriana Patrick, Florida-USA, at28th of September 2000
• Decree 1428/02.Sept.2004 - Degree regarding the approval of the list with the facilities and national interest special objectives financed by the Education and Research Ministry (positions7 and 8 - National Seismic Network and National Data Center)
• Law 372/28.Sept.2004 - Law regarding the ratification of the Agreement between the Government of Romania and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, concerning the process of the activities referring to the international monitoring facilities in applying the  Comprehensive Nuclear-Test-Ban Treaty, including the activities subsequent to certification, signed in Vienna at 13th of June 2003
• Decree 372/18.03.2004 – Decree for the approval of the National Seismic Risk Management Program.

 

4. PROCEDURE DESCRIPTION :

The access within NIRDEP is permitted only by presenting, at the entrance in the institution, of a personal identification documents (ID card or passport). The approval is done by the General Director, Scientific Director, Technical Director, Economic Director or the heads of Departments. 

 

4.1.  The access in the Seismic Commandment

The access inside NIRDEP is allow only by presenting, at the entrance in the institution, of a personal identification document (ID card or passport). The approval is done by the General Director, Scientific Director, Technical Director, Economic Director or one of the heads of the Departaments.

• Stuff with permanent or temporary employment status at NIRDEP - All persons with a permanent or temporary employment status at NIRDEP have access to the Seismic Commandment only for information and documentation regarding seismic monitoring activities.
• Stuff outside NIRDEP - For all persons from outside the institute will be allowed access based on approvement obtained according to article 4. In case of major events ( earthquake, fire, etc), the access permit is given by the Seismologist on duty, with the verbal approval of the personnel authorized to sign the access.  

 4.2.  The access to the Seismic Stations and Observatories 

For the non-employees of NIRDEP, the access to the Seismic Stations and Observatories is done based on the approval given by the authorized people from NIRDEP, and for permanent or temporary personnel the access is done based on the Travel Order, signed by the head of NIRDEP and a working ID card.

 4.3. The access to the primary waveforms

For the employees of  NIRDEP,  the access to seismic waveforms is done based on the approval given by head of the Seismic Network, and for non-employees NIRDEP personnel the access is done based on a contract , memorandum, bilateral exchange, research contract. 

For the personnel from the National Seismic Network Laboratory the data access is free only with the porpuse of checking the status and functionality of the seismic stations. 

4.4.  The access to the Online Products.

The access to Seismic Automatic and Manual Bulletins, Maps, ShakeMap, SMS type messages, Seismic Warnings for NIRDEP employees in done based on approval given by the head of National Seismic Network Laboratory. For personnel non-employee at NIRDEP the access is done based on some signed protocols between the beneficiary institutions and NIRDEP or based on some laws, Government Decrees or Emergency Orders.   

The public access to localizations and information is done by the twitter system subscription or accesing the internet web page of NIRDEP (http://www.infp.ro).

 

 5. FINAL INSTRUCTIONS 

• The procedure will be communicated to staff performing these activities.

• The current procedure will be revised if changes occur in the general and intern legal regulations, based on which is developed the activity being the object of this procedure .
